THE BIRTH AND RISE OF CORRUPTION EMPOWERED CABAL IN INDIA




In 1947 when India got independence, Indian polity and bureaucracy were by and large an honest and God fearing community. There could be some biases, likings, putting in a good word for some favour but nothing was ever done in exchange of money. Bribery and corruption were almost a taboo in the society. Tax compliance was an honour. With the passage of years, bribery, corruption, tax evasion all became accepted norms in the society and those who stayed away from these activities were ridiculed for not being worldly wise and daring. 
How did it start? Why did it start? The shift from pre independence era poltician's mindset of a servant of people to the mindset of being the ruler/king hardly took two decades. Once this rot set in, the necessity of having faithful servants in all positions arose. The lust of power immediately brought in the lust for money, riches and a desire for all baser elements of life.  The desire for power coupled with the desire for riches pushed the Indian politicians to the real long established definition of poltics. "It has been said that politics is the second oldest profession. I have learned that it bears a striking resemblance to the first". These are the words of Ronald Reagan, the Ex US President and he couldn't have been more apt and correct, particularly when you see present day breed of the Indian Politicians.
Nobody can taste the fruits of  power and riches all alone, whatever may be the mode of governance. Kings/Dictators had their own faithful and powerful men in key positions, left regimes manage through party cadres and in a multi party democracy the leader has to share the spoils with a much larger group and to have them faithfully glued  to your side must close the eyes of the system so that they prosper. That propels the lick my boot, scratch my back model in reality. The resulted in the birth of corruption empowered cabal which encompasses the length and breadth of all walks of life , which grew exponentially in the next four decades, the colour of ruling polity being of no consequence.During these years no leader, no  politician , no intelligentsia, no bureaucracy, no judiciary, no media/ journalist, in fact nobody of any consequence from amongst 'The Haves of Indian Society' took cognizance of this malaise. In fact they are all guilty of enjoying the fruits of the birth and rise of corruption empowered cabal and are solely responsible for delaying the INDIAN CHANCE TO BECOME AN ECONOMIC SUPERPOWER They failed the nation in sorting out the CHALLENGES BEFORE INDIA , THE POTENTIAL ECONOMIC SUPERPOWER OF THE 21st CENTURY . 
The opportunity windows are a once in lifetime phenomenon in the history of a nation and India is in the midst of this window. Western European countries, Japan and China became prosperous before getting old. Let us resolve that we will not let the present corruption empowered ecosystem thrust upon us by this cabal deny us the prosperity/ happiness that can be ours if we utilize this opportunity judiciously. Let us not forget that Statesmen think of next generation and create opportunities, Leaders Seize opportunities that come their way, while Politicians think of next elections and fritter away these opportunities and dirty politicians simply mess up everything and this is what separates wise men from men, men from boys and boys from impudent louts in the realm of changing fate of a nation.
We as a nation have our tasks and priorities well defined and well cut. Let us fight for the end of this cabal and not fritter away our date with destiny which is just a decade away.

PHILOSOPHY OF CORRUPTION EMPOWERMENT - BANE OF SEVEN DECADES OF INDEPENDENT INDIA

After India attained independence, a lot was expected from the governments of independent India. India was a very prosperous country during the period of middle ages and attracted the traders, philosophers and looters/ invaders from 1000AD onwards. India became poor and backward as a result of loot/ arson , barbarism and cruelties by firstly Muslim invaders and rulers and finally by British Colonisers.

     India attained independence in 1947 and about the same time Germany, Japan, France etc started building up their war wrecked nations with the help of Marshall Plan. China started its march towards prosperity from 1949 onwards after the communists came into power. India also started around the same time. Western European countries and Japan became prosperous by 1960. But sadly India remained a poor and under developed country and continues to be the same even after seventy odd years.

      Where did we fail? We had the wherewithal for becoming prosperous but we squandered all the opportunities to become prosperous. In this failure two things stand out and even today unless we mend our ways we will keep on rotting and yearning for a  reasonably comfortable life for our masses. The first and foremost failure on the part of Indian polity of all hues, belonging to any of the left, right or centre ideology was the ability to keep a largely honest and God fearing nation as a corruption free nation. In fact the polity of independent India gave the nation ' The Philosophy of Corruption Empowerment ' , so much so that the CORRUPTION EMPOWERED CABAL  that came into prominence in all walks of life is fighting tooth and nail any effort to mitigate this ecosystem - the bane of seven decades of independent India . Many people from amongst the haves of India will tend to disagree but cannot deny the  crude reality of India that no government, no bureaucracy, no judiciary, no intelligentsia, no media has ever raised its voice for bringing the problem to light, leave apart finding a solution to destroy this demon.From time to time every class has talked of corruption by their opponents, not for punishing the culprits or finding a solution to mitigate this devil, but to gain an access to power so as to enable themselves to be the share holders in this national loot.The second failure on the part of India has been in seeing only the stomach to be fed with every human being rather than  two hands that can add to the earnings and prosperity of the nation.This can either be a case of  WRONG ECONOMICS OR WRONG INTENTIONS. The unintentional wrongs can be rectified after some time but the continuity of thought process and the lack of will and effort in making the list of  genuine beneficiaries devoid of duplicates and fakes is a strong pointer to the deep faith in the philosophy of corruption empowerment.  

       It is time the nation and the leadership understands  the importance of  Corruption Mitigation and Good Governance - The Biggest Growth Engines for Indian Economy. Now that we have the Aadhaar platform and the power of computers, information technology and data management available in the country, we will have to blame ourselves if we do not force the government to cleanse the system of fake and duplicate everywhere, be it the census, citizenry, ration cards and subsidies, voter lists, bank accounts, PAN accounts, real estate owners etc., etc. , the resistance and excuses from CORRUPTION EMPOWERED CABAL   in the name of privacy not withstanding.

My last appeal to the hapless masses of India.

Sisters and brothers of India, whether from villages or cities, from any religion, caste or creed,rich or poor, don't be taken in by any tricks of politicians, their cronies, stooges and s breed of corruption empowered haves in authority /power, in ranks of so called intelligentsia, in businesses,in media, in self employed people. Please understand that end of corrupt people and corruption will be the end of your poverty and miseries. Your poverty is a direct result of corruption by those in authority and power.

NEW MANTRA OF INDIAN POLITICS

The Indian general elections are scheduled for April- May 2014 and as usual all political parties are working overtime on their strategies to fool the voter to grab power for another five years to make merry at the cost of public exchequer and continue with their loot of the national wealth unabashedly. All leaders are well aware of the public disenchantment and disgust over the way this country has been ruled for the last sixty plus years and the manipulations of all these leaders in sucking the blood of  anemic/bloodless masses.
Earlier elections were fought and won on the capacity and capability of the leaders to malign their opponents, citing dangers to secularism,democracy, constitution and even the existence of the nation. To day it appears that these leaders have developed a realization that such rhetoric is not going to work 
It all started with Indian National Congress when they put all bad governance, failure on economic front including high inflation and failure to rein in corruption and black money on the government of the day. All high rhetoric people centric measures like Right to Information (RTI), Right to Education, Right to Food and National Rural Employment Guarantee Act ( The intentions and efficacy of these notwithstanding ) were attributed to the party/organisation or in short to Sonia Gandhi / Rahul Gandhi combine. To day Mulayam Singh Yadav, supremo of Samajwadi party put up a similar plea wherein he squarely put blame and failures on the party and made a desperate plea for not getting punished for the misdeeds/follies of his party's government in the state. Similarly Bhartiya Janta Party is doing the mockery of dumping some of the big names without doing anything worthwhile to set their house in perfect order. It is a known fact that no leader in this country has vanished into oblivion because of the misdeeds of bad governance, criminal activity or economic offence.
In fact the guys who wrote the script for the failures and inaction on all fronts of governance that could have changed the plight of billion plus Indians are trying to absolve themselves and are busy finding scapegoats to remain perched on the high pedestal of concern for the nation and its citizenry.

CORRUPTION, THE HARBINGER OF PROSPERITY FOR CHOSEN FEW AND MISERY FOR BILLION PLUS

Corruption is the sole lifeline of existence of Indian polity. It governs their ability to earn a livelihood, their ability to win elections, the ability to come to power and even their ability to retain power. And all this under the garb of politics. As it is the word politics was and has never been a very honorable word in the society. Its connotations have always been far from positive. From time to time it has been defined in a very polished but realistic manner

No guesses for naming the oldest profession, it is well known to every individual but what is the role of a politician in this profession. Is it that of the client, broker or the sex worker. One dare not hazard a guess for all the three will take exception to being compared with a politician

To what extent these statements are true in the other countries but in India it is not last but first refuge of any and every scoundrel. It is not a coincidence that out of 776 Members of Parliament (MP's) and 4120 state legislatures ( MLA's), more than 30% have criminal cases regarding murder, attempt to murder, robbery, dacoity, etc pending against them. And why not? For this is the only profession that can make a hero out of an antisocial element, let his illegal wealth grow, provide some dignity to such impudent louts possessed of almost no virtue and help them tremendously in hoodwinking the law of the land and allow them  going scot-free on  technical grounds or through benefit of doubt. There are a  number of  occasions when MLAs and MPs from  jails were  brought to legislative houses and  parliament so as to  save the Government of  the day. Such is  the value and  importance of these elements (with their tonnes of black money, goonda power, and vote garnering capabilities) to even the saints in politics that these saints not only close their eyes to their black deeds but let them grow exponentially in their black deeds.
In recent times the nation has been a mute witness to the absolute unholy alliance of almost entire polity of the country to defeat following watershed decisions that could have have changed the corruption scenario in a very big way which in turn could have revolutionized the course of development of the country and above all the poverty alleviation which is ironically the sole declared aim of each and every political worker.
  • Lok Pal Bill
  • Political parties under the Right to information act
  • Supreme court directions on banning criminal elements for contesting of elections and continuing as legislatures
  • Giving autonomy to Central Bureau of Investigation ( CBI )
The agony of the nation lies in the fact that instead of doing something concrete to find an end to this malaise of corruption, the entire polity of the country  has come together, in fact to find ways and means/ flimsy excuses to 
not let anything happen in the right direction. For them the guiding principles are that 
  • No harm should come to even a single imaginary righteous man ( righteous not because he is honest but because he could manipulate to escape conviction for lack of evidence or legal loopholes) even if 100% of legislature gets occupied by corrupt and criminals.
  • And once a powerful man manages to hoodwink legal process, his integrity becomes impeccable and he can occupy even the most sensitive position.I wonder why the same yardstick is not applicable to bureaucracy where even an iota of doubt on one's integrity can have far reaching consequences.

INDIAN WAR AGAINST CORRUPTION

Corruption and black money menace has been the biggest stumbling block in the Indian march to the status of a global economic superpower and it is in fact corruption and corruption alone which is blowing away Indian dream of getting prosperous. This fact is very well known to all citizens of the country endowed with even an iota of common sense but somehow or the other has been escaping the attention of the ruling class because of their selfish hidden agenda, for

  • War against corruption is a war against their own prosperity
  • War against corruption is the first and last nail in the coffin of the polity's capability to win elections and grab power
  • War against corruption is perhaps the antidote to all the baser human instincts like wine, woman, money power, criminality etc which sadly form the foundations of governments and governing process in the country.
During the last few years some constitutional bodies like Election Commission, Comptroller and Auditor General and the Judiciary have taken upon themselves the task of cleansing the election process, legislature, governance and policy making much to the chagrin of rulers of the country who see these as means of transforming them into servants of people as envisaged in a democracy. They see in all these an end to  their illegally assumed role of masters of general masses and are resisting the change tooth and nail.
During the last few days, supreme court has announced two landmark judgments which can have a far reaching effect on the country's war against corruption. In the first judgment on Wednesday that could cleanse the Indian political system from criminal elements, the Supreme Court held that if a sitting member of either House of Parliament or a state legislature is convicted, the member would be immediately disqualified. And in the second delivered on Thursday, a person, who is in jail or in police custody, cannot contest election to legislative bodies, bringing to an end an era of under trial politicians fighting polls from behind bars.The court, however, made it clear that disqualification would not be applicable to person subjected to preventive detention under any law.
Though the decisions have been welcomed by the common man, the politicians of all hues gifted with their wonderful gift of gab and an extraordinary ability of resorting to all kinds of logic that can put an end to the cleansing process initiated by the above mentioned agencies. It is a pity that the polity and rulers instead of working for what is best for the country devote all their time, energy and wisdom on promoting everything that is harmful for the nation through political manipulations and distorted logic.The nation is always reminded by clever, wily and self centered Indian polity about the basic postulate of jurisprudence that let thousands of guilty men go free  but no innocent man should be imprisoned. And as per the ethics of polity these thousands of guilty men who simply went free for lack of evidence or some flimsy technical grounds are all entitled to most lucrative and rewarding positions in legislature and legislative executive. For these men who have been elected to rule the country, the word doubtful integrity has no meaning and is in fact as good as having integrity beyond doubt.

CORRUPTION BLOWING AWAY INDIAN DREAM OF GETTING PROSPEROUS

21st century belongs to Asia , the oft repeated words of Indian prime minister along with a host of other assessors and analysts of world economy and on paper India is perhaps the strongest contender. This global opportunity because of a combination of  factors like favourable demography, cheap labour, abundant human resource of all skills and levels and above all perhaps the right time for an impending change in global economic order because of slowing down of developed economies, depletion of their resources and gross overspending on social welfare measures.
The Indian nation and polity understands this fully but the polity chooses  to ignore comfortably the first and foremost condition of corruption mitigation and good governance for such revolutions to occur in the history of a nation. Not even a single day passes without the surfacing of a new scam or reports of large scale corruption by mighty and powerful of the nation. The apathy of the government is reflected in the fact that hardly anyone gets punished or money gained through illegal and dubious means recovered. On the contrary the whole polity divides itself into two teams, one vouching for that nothing has gone wrong and that the powerful are not involved while the other raises the rhetoric of  asking for the head of individual name involved. The mudslinging and rhetoric created goes on with complete understanding that the gains and losses must be confined only to the aim of getting votes. It is always ensured that no personal or financial harm should come to any individual.
The nation, citizenry and the common man is suffering because of corruption, bribe and black money generation and is well aware of the massive magnitude of these problems. But strangely, the total polity of the country makes an all out effort to undermine the extent, so much so that it is taken to be a minor aberration in the total financial activity of the nation. The most recent case of involvement of a relative of a minister involved in a bribe for the promotion of a railway officer is a typical eye opener to the extent this malaise is eating into the national wealth and hampering India's dream and chance of becoming world leaders. This particular officer's total earnings of the last ten years will not amount to the princely sum of Rs. 90 lakhs, the amount paid as the bribe. This throws open two basic questions. Firstly, the amounts that are being earned through dubious means in this country and secondly the scope of earning much bigger amounts with the likely promotion.
This is as far as the colossus bribe is rampant in Indian government and is a minuscule sample of what has come to light. There is another angle to this which is all the more shameful and deleterious to the growth of nation. The minister in question says that he has no business dealings with this relative as if corruption is a business and he wants the country to believe that all corrupt people have scripted business partnerships with their relatives, cronies and stooges for bribe and corruption money. The officer who paid the bribe was an idiot who paid the bribe without ascertaining that it will produce the desired result by reaching the person concerned.
The country is getting ruined in this game and corruption is blowing away Indian dream of getting prosperous. Corruption has given two separate and distinct methodologies for the functioning of executive and the legal process. Executive thrives on the motto of  'How not to do a thing instead of how to do it' and the legal process thrives on 'How to save a guilty rather than how to nail him' and this is such a win win situation for the persons who are mired in corruption. They not only eat, drink and sleep corruption, they breed corruption too. If such are the nationalists of this country, the persons working under oaths, persons subject to some semblance of controls and accountability, imagine the state of persons who are under no oath and are accountable to no agency.

INDIA: A LAND OF SCAMS

Japan is known as the land of rising sun, Korea is known as the land of morning calm
Finland is called the land of midnight sun,Indonesia is called the land of thousand islands, Turkey is called the sick man of Europe and Africa is called the dark continent


These epithets are earned as a result of unique geographical location or the strength and weakness of a particular nation. While the government of India likes to call India by the epithet ' Incredible India' , to a common unbiased man the right description for the country is India: A land of scams'. Everyday one comes across some new scam of the magnitude of thousands of crores of rupees, not that what has come to light already is the end of list of scams. In fact all these come to light as a result of probing by media with its meagre resources and strangely enough the all powerful government and its agencies, be it at the centre or states, never saw anything wrong the way country's assets are being looted in the name of development of the country and bringing prosperity to its masses by the who's who of powerful polity, executive and their cronies, stooges and near and dear ones.
We are just talking of instances involving losses and involvements of thousands of crores of rupees and if we have the inclination, energy and resources to find out all cases ranging from 50 lakhs to 1000 crore, the extent  to which this  malaise is affecting the country and its masses is simply beyond human imagination. Yet the polity of all hues is least concerned about it and the attacks and defence are kept in the political arena only. No body is interested in seeking a solution as it affects the very existence of the polity and its ability to loot the nation.
We have heard some top guns of Indian political system screaming that they are ashamed of being Indians over  realities of poverty in this country but never have we come across anyone from this polity being ashamed of corruption malaise. At least I was embarrassed when a foreigner named India as The land of scams and could only hang my head in shame. After all I am not a politician.

DEMONS of INDIAN ECONOMY and GOVERNANCE

In spite of the wonderful opportunity knocking at the doors of Indian economy to catapult per capita income of India to a level at par with many of the prosperous countries as a result of huge technical and management resource, an awesome demography advantage coupled with an enormous demand for all kinds of consumer goods, infrastructure, housing and healthcare needs.Gods in the shape of global economic health and commodity prices are helpless in the current scenario and the various demons of Indian economy and governance are pulling it down  with all their might and the Indian government appears to be a moot hapless observer to the whole process. The various demons are described in the following paragraphs:
Politicians of all hues who are only clamouring for their own share of the  pie of national loot by providing oxygen to the sick government through their votes and support. Sharad Pawar, Ajit Singh, Mulayam Singh and Ms Mamta Banerjee are guilty of asking for plum ministries and huge packages for their states. In  normal parlance such activity  would be termed as blackmail. But strange are the ways of polity and they like to term it as politics. So much so every single vote owner, be it from the main ruling party or its supporting parties, has to be kept in good humour at the cost of good economics, good governance and good politics.
  • CORRUPTION and BLACK MONEY DEMONS 
    • Individuals including a vast majority of legislatures, members of executive machinery dealing in public works, procurement and inspection, excise and taxation, law enforcing agencies.
    • Realty sector including sale purchase, renting etc. and all businesses associated with construction, materials, fittings etc that go in a building.
    • Natural resource sector allocations: A few notable examples are spectrum, coal and iron ore, river bed quarries etc..
    • Tax avoidance by a vast majority of self employed professionals including architects, advocates, medical practitioners, businesses in the small and medium sector particularly in the auto parts, hotels, restaurants, Dhabas, sweets/confectionery, snacks, savouries producers and sellers to name only a few.

    • FDI in retail lobby

INDIAN GOVERNMENT DECISIONS :MOTIVATED by POLITICS and CORRUPT GOVERNANCE

Indian government is bogged down by complete policy paralysis as far as economic decisions are concerned because it always wants to play with the public sentiment and vote catching rhetoric.It conveniently turns a blind eye to desirable executive decisions because these decisions hinge upon corruption mitigation and efficient governance which Indian polity in general can ill afford to undertake because it closes so many avenues of the so called economic empowerment plank which gives them a loyal set of cronies and stooges who ensure votes for them through their influence and vote buying abilities.
A few decisions which the government is boasting about to be path breaking for the up lifting of general masses only smack of their effort of  vote catching alone. No doubt what is proposed in these decisions is very catchy but the way it is proposed to be carried out is in fact against the progress of the country and provides a great fill up to the corrupt governance being provided by these blood sucking tics honourably called politicians.
  • Right to education: A bill has been passed without even a single additional education seat being added anywhere in the country. The only much touted decision of reservation of seats in the existing schools for the poor of the country confirms to the age old adage  'rob Peter to pay Paul' as no seats were lying vacant in any of the schools and the overall educated bank of the country remains the same.In 60 plus years of ineffective and poor result yielding policies, these guys have failed to learn their lessons that bringing in prosperity through redistribution of wealth, resources,  amenities  and other assets of the nation is not the solution to the miseries of 1 billion plus suffering Indians. They are still continuing with their vote catching pill and fooling the voters. 
  • Food Security Bill: Another much touted legislative action with all good intentions on paper but with a horrendous hidden agenda of reaping the benefits of gross mismanagement of procurement, distribution, getting one's name in the list of beneficiaries, addition of fictitious beneficiaries and no provision for revisions in these lists of beneficiaries. Assuming that India grows at 6.5% plus can it ever happen that majority of beneficiaries will be out of this list. No; with India's record of governance motivated by corruption and considerations other than the merit of the case, and political compulsions of the government of the day, these systems will become the never ending drag on the Indian economics as the earlier Ration Card Scheme ( wherein 75% of heavily subsidised kerosene, subsidy element of about Rs30000 crore and 70 % of food subsidy is lost in administrative costs, thefts and pilferages etc) and other subsidies like diesel, cooking gas.

ON BEING CORRUPT IN INDIA

                                               MAJORITY In INDIA Is CORRUPT: 
                                A VAST MAJORITY Of  BUREAUCRACY Is CORRUPT:
                                                                       And
                POLITY Is ABSOLUTELY CORRUPT With VERY FEW EXCEPTIONS

There was a lot of hue and cry raised by the Indian polity when Arvind Kejriwal said that most of the People's representatives are corrupt and many of them are criminals and involved in multitude of criminal cases. Did he say something that was not a fact? Perhaps yes when one thinks in the light of the current Indian definitions or perspective of Indian nation for the following:
  • CHARACTER: Only includes one's attitude and behaviour and malicious actions towards women and the virtues like honesty, truth, sincerity to the nation etc. are far removed from the definition of character.
  • CORRUPTION: Only includes bribe taking and pocketing money for self and family.
Surprisingly, it does not include enabling others to make money for the political party, frittering away tax payers money in the form of doles and freebies to garner votes to ensure power, discretionary dereliction of duty by allowing your stooges and cronies to amass wealth in return for votes and monetary support during elections and above all engaging in programmes with methodologies wherein 75% of budgeted allocations don't even reach the target group as per the polity's own admissions from time to time, the hidden agenda is for any body to guess.
When every action of the polity is motivated by one or more of the above considerations in the name of Good Politics one can judge for himself the observations and assertions made by Kejriwal on Indian Polity. The polity needs to answer a few more observations by a common citizen of the country.
Why do bulk transfers take place every year?
Why Group I and II officers are kicked around from one place to the other and from one seat to the other every now and then?
Why have discretions and discretionary quotas in administration?
Why do we have bad governance?
Why no concrete administrative steps are taken to do something to mitigate corruption, black money generation and its consumption in India?
Why tainted people are given party tickets for election to Assemblies and Parliament?
If the collective wisdom of our polity cannot answer these questions, more and more such assertions will come in the public domain.

Indian Growth Story-A True Perspective

The Indian polity, planning commission, economists and intelligentsia keep on harping on 7-9% GDP growth of the country during the last few years. This has come about as a result of global opportunity provided as a result of very large low wage human resource with an excellent demographic mix, good education and intelligence quotient, a huge captive market for even the basic human existence elements of food, medical health, hygiene, drinking water, means of transport, electricity etc. etc.. Coupled with this is  the fact that the polity was left with no option but to provide these amenities after 64 years of deep slumber, inaction and fooling around of Indian masses with high sounding vote catching words and phrases.They rightly saw the danger to their political existence and survivability. The developed nations seized this opportunity with open hands and had no inhibitions in selling their low level products and technologies mainly in the consumption theme along with near obsolescence technologies in the fields of power, logistics, manufacturing and allied industry. With this they have initiated the Indian masses to the taste of fruits of prosperity which will act as a nucleate to keep pressure on Indian polity for more and more of it.In the bargain these developed nations have ensured steady returns for themselves for maintaining their own high standards for long times to come.
There has not been any value addition to this phenomenon of GDP growth by any of the governments of the country. The three main engines of Indian Growth Story, namely human resource development, infrastructure  development, corruption  and black money mitigation are lying dormant and precious little has been done to make them  vibrant. Country has not made any significant effort to improve upon the unskilled, semi skilled and skilled worker pool or  the technical, administrative and managerial pool of the country. During some moments of sanity  in some of the government elements, some wonderful programs and initiatives like thrust on infrastructure, UID project etc. have been initiated but have taken a back seat because of cheap and  economically destructive political agenda of providing subsidies, doles and freebies and motivated corrupt governance.
The developed economies are really happy about such policies and priorities of Indian government for these will ensure perpetual dependence of a country of 1 billion plus for next generations of consumer goods, capital goods and manufacturing technologies. The basic questions India's polity needs to answer are.

  • How long we will keep contributing to maintaining the technology and financial leadership of the developed world? 
  • How long we will be denied the chance of becoming world leaders which is our right because we have abundance of natural resources and other wherewithal, namely a huge human resource which is bound to have one of the largest banks of geniuses on this globe and a fairly large budget along with the massive scale of our needs and requirements?
The wait may not be very long. All that is needed is sincerity, honesty of purpose and long term vision in formulating economic policies and providing reasonably good governance.The governance must change to nation centric from the present self and party centric if a growth rate of 9-10% is to be a reality for next 20 years as is being touted by various government spokespersons.

What Ails India and Remedies Thereof

There could be a never ending list of what ails India but on the top of the list is the insincerity and lack of will on the part of the legislature and executive to remedy the causes. This is reflected everywhere, be it the governance, economics or politics. Every action on the part of polity in the country is done keeping only one thing in mind and that is how to keep the government intact and how to ensure the government's future. No doubt this has to be the sole object of a political party but then there has to be a limit to compromising your policies and political agenda. in no case resorting to dubious means for economic empowerment of the party, its cadres, stooges, cronies and clout can be allowed.
Politics, Economics and Governance
The basic principle adopted in Indian Governance both by the union and states all through has been to keep politics above economics.Strangely the rulers in the country have refused to realise that good economics and good politics could co exist through good economics with far better results both in politics and economics. The political class of this country in entirety is very vocal in its concern for the country's economic, political and military power as also for the social and economic upliftment of the weaker section and poor masses but strangely precious little is being done in this regard. The subsidies, freebies, reservations and quotas doled out have been nothing but vote bank politics with the sole purpose of garnering votes in the name of a community, caste, religion etc. etc.. without reality doing anything substantive for the community. There are about 500 million people below poverty line i.e. about 200 million adults. Indian polity is noble and benevolent enough to see that they have a stomach which needs to be filled up but fail to see their two hands which are a big asset to any country if put to constructive use. They can as well do away with all subsidies and doles and provide them a job for 25 days a month and further do value addition to their earning power by training them to become painters, drivers,plumbers,electricians,masons etc and strengthen blue collar worker's club which will be a laudable step in the development of the country and unskilled workers. These people will then walk with their heads high and they will be in a position to provide medical care, education and other basic amenities to their wards.
Governance and Corruption
No amount of laws can weed out corruption till such time the nation has a will to do so. We all know "Where there is a will There is a way" If there is will to mitigate corruption there are plenty of ways of doing it and if otherwise there are plenty of ways of not doing it. Somehow our ruling classes have taken a fancy to the latter, for the country has enough laws and enough powers vested with the executive to take care of graft, corruption and black money. All that is needed is good intentions and proper operationalising of these laws.Good intentions and good governance can control corruption to a large extent which is responsible for:

  • Reducing India's tax collections by almost 50%
  • Adding up to 50% in annual black money generation
  • Escalating  maintenance costs by minimum 200% annually
  • 30% Loss of revenue from sale of electricity
  • Adding 50% to nation's subsidy bill
Judiciary and Investigating Agencies
Strengthening both organs by the desired extent so that any legal case does not take more than 2-3 years starting from lower courts to high court/ supreme court as the case may be.
Monitoring different asset classes
Devise and adopt a mechanism so that the total assets of any citizen comprising of land and real estate, gold, shares, and bank deposits etc. are available at the end of each financial year on the click of a computer button along with his income and tax deposits
Doing away with discretionary powers of executive
Discretionary powers no doubt are the essence of any administrative schedule but in India they are always used with ulterior motives and hidden agenda. In the light of this all discretionary powers should be done away with in all commercial matters, allocation of immovable assets, doles in the form of extensions and after retirement appointments, for in a country of 1 billion plus there is no dearth of qualified and competent experts from within the active serving people. The nation may suffer in a few genuine meritorious cases but controlling motivated wrong doings in more than 99% cases will perhaps be a significant step in graduating to bad governance from the existing corrupt and motivated governance.

CORRUPTION IN INDIA

All politicians in the India have shown a lot of concern on the black money stashed in foreign banks but very conveniently forget the amount of black money available in the country through corruption and graft alone. If only we take into account the executives and functionaries of Indian central and state governments we can realise how big the corruption demon is and what could be achieved for the prosperity of the country and its hapless poor millions if only we manage to recover a major proportion of it. The recent cases of an engineer, a clerk and a peon who have amassed tens of crores of rupees through misuse and abuse of their positions in the government are real eye openers in this regard. These cases are certainly not the isolated cases of corruption but lead to the logical conclusion of organised and systematised corruption at all levels of government. If these insignificant government officials can amass crores and crores of rupees, imagine the extent of money gobbled by the higher ups in bureaucracy and polity.
In India there are about 10 million government servants. If one assumes that only 50% of them have the opportunity to amass wealth through corruption because of their involvement with high value programmes and public services and out of these 5 million only 10% indulge in such loot which is far from truth. In fact very few Indians will agree to such a small percentage of corrupt officials. With a measly sum of rupees 1 crore as the average figure of disproportionate asset and wealth available with these employees we get a staggering amount of Rs 5 Lakh crores. This amount is extremely conservative by all yardsticks and is still equal to half the annual budget of India, more than covers the fiscal deficit estimate (5% of GDP), can help in doubling the annual outlays of infrastructure sector and social programmes of the union government.One sincere and honest step of the government can catapult the march of the Indian nation towards being a prosperous country for one and all. If government takes on itself the mitigation of corruption and black money demon in the next year or so, it need not resort to populist hollow vote catching slogans and actions to the detriment of the country. The masses will give them the next government on a platter. Let them have a positive approach rather than the present negative and easy approach to fool the people to remain in power.

Indian Governance:Motivated and Guided by Corruption

The menace of corruption should only be talked of and should never be addressed to is the guiding principle of all political parties in India. If it were not true we would have seen some measures, some activity to fight it and reduce it over the last six decades. If only our rulers were  a little sensitive to this problem or in fact not motivated to let it escalate for their personal,  party or political gains, it would not have grown exponentially. Even to day when we have a very large parallel economy affecting the achieving of social and economic goals  at the desired speed, there seems to be little effort to put even a symbolic control on corruption, an effective control is perhaps expecting too much from our motivated politicians.
Corruption results in black money which in turn is a result of discretionary powers vested with the authority in our country where discretion is only motivated by self interest rather than the good of organisation and country. This fact is known to all those in power whether in States or Centre but self interest and political interests and compulsions force them to keep their traps shut and make them insensitive to the demons of corruption and black money.The total polity of this country talks only of black money stashed in foreign banks, for getting it back is a long drawn affair and is riddled with so many international complications and the time so gained gives them a golden opportunity to carry on endlessly in mud slinging on each other and keep all avenues of earning ill gotten money for themselves, their parties and their relatives, friends, cronies and political clout.
We have never heard of 10 to 15 lakh Crores of black money being generated every year which is almost equal to our annual budget and it requires action solely by the Centre and State governments. Surprisingly no politician of this country has ever talked about it. The reasons for not doing so are best known to them but do not require any rocket science for a common man to guess their ulterior motives. Imagine how fast  poverty eradication, education and health care for one and all and giving a comfortable and meaningful life to the have nots of this country can progress if our annual budgets can be doubled through controlling black money generation.
Sisters and brothers of India, whether from villages or cities, from  any religion, caste or creed,rich or poor, don't be taken in by any of the tricks of politicians, for end of corrupt people  and corruption will be the end of your poverty and miseries.Your poverty is a direct result of  corruption  by  those in authority and power.
